Action for Public Transport (NSW) Inc. is a transport advocacy group which has been active in Sydney since 1974. We promote the interests of beneficiaries of public transport - passengers and the wider community alike.

While we are pleased that Parramatta Council is taking an ambitious attitude to future transport planning, we would like to see some specifics of Council's current views.

We made a submission 18 months ago to the Parramatta 2050 plan which has some relevance to the current matter. If not available from Council's records the submission can be seen at https://aptnsw.org.au/documents/draftparra2050.html.
The current project is called Integrated Transport Study and Strategy. While walking and riding (which presumably means cycling) are mentioned on your website page, there is no indication whether private vehicle travel (especially single occupant cars) is to be included. We conjecture that it isn't included. The matter is important and should be clarified. An integrated transport plan brings opportunities to redress the over-reliance on car transport which is an inefficient use of space and fuel.
Transport and land-use interact. Transport services allow land to be used in particular ways. And land use generates travel demands that make transport services feasible. For best results, transport and land-use should be planned together as an ongoing activity1. The study and strategy should relate transport services to the land uses that they connect.
Specifics
The outstanding hole in public transport services around Parramatta is the gap between Carlingford light rail terminus and Epping railway station which has rail services in four directions. Council is well-placed to press for an extension of the L4 line from Carlingford to Epping, presumably underground and with a stop at Carlingford Court.
An important but inexpensive part of transport services is good wayfinding, When the Carlingford railway was converted to light rail, Rydalmere station inexplicably became Yallamundi. Because naming places is meant to help with wayfinding, Council should press for a review of this name.
A project such as this study and strategy offers many opportunities which are not mentioned in Council's website page. The scope of the project should be revised to include matters mentioned in this submission and many others.
