Why does light rail dominate bus rapid transit in Australian urban planning?

In an article in the Bus & Coach Operations section of the August issue of BusNSW Bulletin, Professor Hensher bemoans the exclusion of Bus Rapid Transit (BRT) systems from transport planning in most Australian cities. The exception is Brisbane. The light rail (LRT) system recently proposed by Parramatta Council is given as an example where BRT could and should have been considered but wasn't - LRT was simply assumed to be suitable.

In the case of Sydney, the then Opposition spokesman on transport, now the minister, told a public meeting at Epping RSL shortly before the March 2011 election, that transport proposals would be reviewed by a new body, to be called Infrastructure NSW, to ensure that they were the best value for money.
