"Sydney's Rail Future" - a possible variation

In June 2012 the O'Farrell government released "Sydney's Rail Future", a plan for modernising the Sydney rail network by converting it to a "three tier" system: Rapid Transit, Suburban, and Intercity.

There has been much public comment on the plan, but few of the commentators have had the resources to account for the network-wide ramifications of their often localised suggestions. Our attention has been drawn to one response, "Sydney's Constrained Rail Future", a paper by network analyst Peter Mills, which considers the network-wide possibilities of the three-tier system. Importantly it also identifies some potential problems. Some of those problems are time-sensitive, as they relate to the North West Rail Link, contracts for the construction of which are due to be let within the next twelve months.
