Unlike previous reviews, which generally just added a percentage for increased costs to last year's fares, this review will go back to fundamentals. IPART will identify efficient costs, determine how these costs should be apportioned between fares and subsidies, and then determine fares for individual tickets for the period 2010 to 2013.
The review of rail fares from January 2009 was conducted in a similar manner.
IPART has released an Issues Paper seeking comment on 23 matters concerning its proposed approach to the review. Submissions to the Issues Paper close on 24th June 2009.
Readers are urged to make submissions to the Issues Paper, if not on all the matters then at least on some. Submissions received by IPART will be posted on their website http://www.ipart.nsw.gov.au/. and it would be worthwhile to look through some of them before submitting.
