On 8-9 February the Weekend Australian Financial Review ran a two-page feature article headed "For Whom the Road Tolls" which criticised the Sydney toll road program. Former prime minister Paul Keating was extensively quoted as opposed to the tollways, because they were designed with profits for private investors in mind, not as a solution to urban traffic problems. The article highlighted the link between tollway builder-operators and the land development activities of associated companies. "Macquarie Bank's property group targets corridors for residential development opened up by [Macquarie Infrastructure Group's] motorways, including the M2 and M5 in Sydney" it noted.
